Oman’s medical device market is almost entirely import-dependent, and the route into it is neither short nor forgiving. A device may not be imported, placed on the market or put into service unless it is listed with the Ministry of Health, and every overseas manufacturer must appoint a locally established authorised representative to carry that listing. Depending on the risk class of the device and the quality of the manufacturer’s dossier, approval can take anywhere from a few months to two years.

But the regulatory route is only the first obstacle. Equipment arrives and sits unused because nobody is licensed to operate it. An analyser faults and the nearest engineer is on another continent. A tender is lost because one certificate was missing from the submission.
